GOVERNMENT
A council-manager form of government directs the City of Port St. Joe. The
five-member City Council is composed of a representative from each of four voting
precincts and the Mayor, who is elected at- large. The City Manager, who is
appointed by the City Council, is responsible for the overall operation and
